Idea Breakdown
In a city set in 1990s with 1970s tech and futuristic style. Superhero's and villians are everyday occurances to the point that insurance companies add optional policy add ons for each of the superhero's and villains and if you don't have the hero's insurance policy well... You are out of luck.
As more and more superhumans are brought forward everyday, the new heros want to jump in and help but the older ones - the first ones - know that every reaction to a crime has a ripple effect and so they turn a blind eye to the small crimes and some big ones so that they can find the time to strike the villains. Understanding the ripple effect is cruciall, understanding the ripple effect means you don't act instinctively you act with calculation.
The show follows many different heros and villains with their stories, along with the civilians who are just trying to get by. Each episode introduces new characters and their stories, some characters are connected in ways they didn't even know.
